Layer 1: reduce ordinary traffic waste

Irrelevant search terms, broad targeting, accidental clicks, broken landing pages, and measurement gaps can resemble fraud in aggregate reporting. Review location settings, search terms, match types, placements, landing-page health, and conversion definitions before attributing poor performance to an attacker.

This first layer is valuable even when no fraud exists. It narrows the investigation to traffic that remains unexplained after ordinary campaign and site issues are addressed.

Layer 2: measure and evaluate independent signals

Useful detection combines acquisition, velocity, network, device, behavioural, identity, and outcome signals. Correlated indicators should not be counted as though they were independent votes. Coverage and freshness should travel with every conclusion.

  • Preserve click identifiers and campaign parameters.
  • Monitor tag acceptance, delay, and consent-dependent coverage.
  • Use an explicit unclassified state when evidence is insufficient.
  • Version rules so historical decisions can be reconstructed.

Layer 3: act, verify, and learn

An exclusion or protection change should identify its target, scope, reason, expected effect, expiry, and reversal. After application, verify provider state and watch for collateral effects such as blocking shared networks or legitimate repeat visitors.

Review false positives, missed cases, provider credits, and later conversion quality. Prevention improves through governed feedback, not by silently rewriting prior labels.
